Please use this guide to provide us with the appropriate information to verify and confirm your local connection to Pembrokeshire.
To verify your local connection to Pembrokeshire, the documents you provide must clearly show:
- The name of the main applicant
- The address being relied upon to establish residency
- The issue date of the document
To demonstrate that you have lived at the address for the required length of time, you must provide at least two documents issued five or more years apart. The documents must confirm your residence at an address within Pembrokeshire throughout the relevant period.
For example:
- Document A showing you lived a Pembrokeshire address in 2018
- Document B showing you lived a Pembrokeshire address in 2023 or later
Accepted Evidence
The following documents are generally acceptable, provided they show your name, address and date:
- Council Tax bills from different years
- Tenancy agreements
- Mortgage statements
- Utility bills (gas, electric, water, broadband, landline)
- Mobile Phone Bill
- Electoral Register confirmation letters
- HMRC correspondence
- Department for Work and Pensions (DWP) correspondence
- Benefit award letters
- Bank or building society statements dated pre October 2021
- Official correspondence from a government department
- NHS correspondence
- School or college correspondence
- Vehicle registration (V5C) documents
- Home or Vehicle Insurance Documents
- Payslips or P45/P60 showing address
- Driving License
Documents We Are Unable to Accept
Examples of evidence that may not be accepted include:
- Documents that do not show your name
- Documents that do not show your address
- Undated documents
- Screenshots that do not clearly identify the source of the information
- Handwritten correspondence
- Documents that have been altered or are incomplete
- Personal letters from family members or friends
If you believe you qualify under one of the exemption categories within the Choice Homes @ Pembrokeshire Policy, you must provide supporting evidence so that we can assess your eligibility.
Essential Support Exemption
If you need to move to Pembrokeshire to provide or receive essential support from a family member, please provide:
- A written explanation of the support being provided
- Evidence that the support amounts to at least 10 hours per week
- Evidence of the family relationship
- Evidence that the family member has lived continuously in Pembrokeshire for at least 10 years (please use documents listed below to evidence)
- Supporting information from a healthcare professional, social worker or other relevant agency where available
Family members for this exemption are limited to parents, grandparents, siblings, or adult children.
Armed Forces Exemption
If you are a serving member of the British Armed Forces or an eligible family member, please provide:
- Evidence of current service and/or discharge date
- Evidence of posting location where applicable
- Evidence that you previously lived in Pembrokeshire for a continuous five-year period before service
Domestic Abuse Exemption
If you are seeking to move to Pembrokeshire due to domestic abuse, please provide:
- Supporting evidence from a support agency, refuge, social services, police or other relevant professional
- Evidence of your support network in Pembrokeshire, if applicable
- Evidence that the support network has lived continuously in Pembrokeshire for at least 10 years where reliance is placed on this (please use documents listed above to evidence)
Prison Release and Rehabilitation Exemption
If you are being released from prison and require accommodation in Pembrokeshire as a condition of your rehabilitation, please provide:
- Confirmation from the Probation Service or other relevant agency
- Details of your rehabilitation plan or resettlement arrangements
Key Worker Exemption
If you need to move to Pembrokeshire to take up a key employment position, please provide:
- Evidence from the employer confirming the role, start date, and why the position is considered essential or difficult to recruit locally.
Please Note: A key worker is an individual who is employed, or has secured an offer of employment, in a role that is considered essential to the delivery of critical public services or the functioning of the local economy
Young people in care or care leavers under 25
If you are aged 25 or under and are or have previously been in the care of Pembrokeshire County Council, please provide:
- Evidence of your care status from Children's Services or another relevant authority
